The euro has advantages that outweigh any possible downside. For instance, it enables a free market and limitless exchanges between European countries.
Moreover, no one is forcing countries to stick to euro and there are more than one example of countries who use other currencies.
In conclusion, euro isn't keeping countries on a leash, they are choosing it because of the advantages involved.
